
How Petroleum Ministry spent N116m to purchase letterhead, biros…, Senators lament
Members of the Senate Public Accounts Committee expressed shock on Thursday when the report of the Auditor Basic for the Federation revealed that officers of the Federal Ministry of Petroleum Assets spent N116m to purchase biros, letterhead and toners in a single 12 months.
The breakdown of the expenditure confirmed that the ministry spent N14.5m to buy Schneider biros, N46m to print the ministry’s letterhead and N56m to acquire toner for its photocopy machines.
The AuGF said this in his 2015 audit report presently being scrutinised by the Senate committee led by Senator Mathew Urhoghide.
The question by the Workplace of the AuGF reads, “The contract for the availability of Schneider biros price N14.5m was cut up into smaller packages of lower than N5m every and was awarded to 4 completely different firms with a purpose to circumvent the everlasting secretary’s approval threshold of N5m.
“Equally, the contract for the printing of the ministry’s letterhead price N46m was additionally cut up and awarded to 11 completely different contractors.
“Additionally, the contract for the availability of toners price N56m was cut up and awarded to seven completely different contractors. The everlasting secretary has been requested to elucidate this contravention of the Public Procurement Act 2007.”
The Chairman of SPAC requested the consultant of the Ministry of Petroleum Assets, Godwin Akubo, to answer the question by the AuGF.
The ministry, in its response, mentioned, “The motion of the ministry was a fast response to the wants of the varied departments within the Ministry of Petroleum Assets. These awards adopted regular guidelines and procedures.
“The contracts weren’t cut up. They have been awarded to the varied contractors at completely different instances when objects have been wanted.
“The sum of N46.6m used for printing of letterhead adopted due course of and the massive sum of cash is defined by the amount of the produced for many of departments.”
Dissatisfied with the defence of the everlasting secretary of the ministry, the chairman of the committee sustained the question.
He requested the committee secretariat to doc the cash spent and ask for the refund from the officers concerned within the ministry.
